RULES & REGULATIONS
Members and Lessees are responsible for reviewing and following all Hub’s Yacht Club and Marina guidelines.
Clubhouse
1) The clubhouse and restrooms are available for use by members, sublessees, and renters and their guests. Children under the age of 12 must be accompanied and supervised by an adult.
2) The clubhouse is cleaned once a week. Please leave the area tidy, wash any dishes and utensils used, and mop up spilled water (usually from showers). A mop is located in the broom closet near the main access door.
3) Please lock the clubhouse door after using it. Members, sublessees, and renters should notify HYCM staff if supplies are low or if other issues arise.
Insurance for Watercraft
All watercraft at HYCM must have a current Certificate of Boat Insurance on file at all times. The certificate must include the watercraft owner's name and address, the insurer's name and address, the policy number, the coverage dates, and details of the insured watercraft. It must also list Hub’s Yacht Club & Marina, P.O. Box 41, Hastings, MN 55033, as an Additional Insured with $500,000.00 in liability coverage. If the slip is subleased, both the sublessee and the slip owner/member are responsible for ensuring that the sublessee has complete boat insurance as indicated above. An umbrella policy does not replace the required Certificate of Boat Insurance; however, it can supplement the boat's liability coverage, provided the boat is listed on the umbrella policy.
Launch Use
1) All patrons, including members, sublessees, and renters, must consult HYCM staff before launching watercrafts, dinghies, and/or Personal WaterCraft (PWC), as well as before parking the vessel trailer.
2) Store & Launch program renters should park the towing vehicle and trailer in the same slot used for watercraft storage after launch.
3) Boats left on trailers at HYCM accrue a daily storage fee.
4) Members, sublessees, and renters may use the launch to pull their watercrafts onto their trailers with advance approval from HYCM staff. Repeated use of the ramp may result in a fee for each occasion.
5) Members, sublessees, and renters may launch small watercraft at no charge as long as:
a) The watercraft measures 15 feet or less,
b) The watercraft is stored behind the member’s, sublessee’s, or renter’s watercraft in their slip (dinghies must be stored so that they do not extend beyond the slip if your slip faces other slips),
c) The watercraft is held in the member’s, sublessee’s, or renter’s name, and
d) The trailer and vehicle are parked in a single slip parking spot.
6) If a secondary watercraft is longer than 15 feet, it is classified as a watercraft, and launch fees are applicable.
a) Members or sublessees can lease Store & Launch space, buy a season pass, or pay daily launch or overnight fees.
i) Those who leased space in Store & Launch should park the towing vehicle and trailer in the south lot, specifically in the space reserved for the watercraft.
ii) Towing vehicles and trailers with a season pass or daily launch payment should park in the designated season pass parking area.
iii) Small watercraft should not be left on land or in the water without the watercraft owner present.
7) We have designated temporary parking spaces in the water for small watercraft that have leased Store & Launch space or paid for launch; they are located on the head pier of the south dock and on the north side of the horseshoe.
a) These spaces are for short-term use while you're at HYCM—we expect small watercraft to leave with you, either when you go out on your larger watercraft or leave by vehicle.
b) Transient slips can be leased for overnight parking of small watercraft.
8) Follow posted etiquette rules when using the watercraft launch. Priority is given to the towing vehicle and trailer waiting near the Hub shack, rather than to a watercraft pulling up to the dock (see posted rules of etiquette).
Parking and Parking Lot
1) Members, sublessees, and renters are allowed one parking slot per slip on Fridays, Saturdays, Sundays, or any holiday. Multiple vehicles in the same party should park together in a single slot. Parking for multiple vehicles is available along the shore on both sides of the launch, and two or three vehicles can be stacked in spaces along the north property line. Vehicles parked in a second parking slot will pay a $5 fee each. Members, sublessees, and renters are instructed to contact the HYCM BOD treasurer via the Resident Center app to make this payment. Members, sublessees, and renters should inform guests of this policy. If a guest fails to pay the parking fee, the member, sublessees, or renter will be billed for the amount due, including any applicable fines. Members, sublessees, and renters will also be billed for their guests' unpaid launches, overnights, and transient slips.
2) Store & Launch sublessees are allowed parking space for the towing vehicle and trailer. Each additional vehicle will be charged a $5 parking fee. Sublessees are responsible for unpaid parking fees as outlined above.
3) Parking is permitted only in designated areas and NOT in the south parking lot, where trailered watercraft are stored, or between the clubhouse and the road, where Season Pass holders park vehicles and trailers. Vehicles may be towed at the owner’s expense.
4) When parking a vehicle and trailer, ensure only one parking space is used and that the vehicle and trailer are aligned so they do not block access to nearby watercraft or parking spots. HYCM reserves the right to charge an extra fee if vehicles and trailers occupy more than one space or are parked in a manner that hinders the efficient use of parking areas.
5) Outdoor trailer storage is limited and available for a select number of trailers. Trailer owners may access their trailers only during the week (excluding holidays and weekends) with at least 48 hours' notice. HYCM assumes no responsibility for any damage to trailers. A retrieval fee of at least $45 ($90 per hour) may be charged for each retrieval if requests are excessive.
6) Speeds in the parking lot should stay below 10 mph.
7) No electric vehicle charging available.
Septic
1) Pump-outs are available at the station near Slip H20.
2) Members, sublessees, or renters who want to have their septic tanks pumped in-slip can request this service through their Resident Center app or by contacting the HYCM Marina Manager. In-slip pump-outs must be requested by Sunday night and will be done mid-week by HYCM staff. These pump-outs will only be performed on a weekday, in a single sweep, and not as individual, one-off services. Pump-outs requested outside of the scheduled day will be carried out at the station by H20.
3) Only HYCM members are currently eligible for one free pump-out per week.
4) No liquids from head or holding tanks may be discharged anywhere in or near HYCM.
5) Porta-potties should be emptied at the pump-out station, not inside restrooms.
Service and Repairs
1) Boat owners may perform repairs and maintain their own watercraft only after the HYCM BOD has received a current insurance certificate from the member, sublessee, or renter that meets HYCM's requirements.
2) If a member, sublesse, or renter wishes to arrange service on their watercraft, the service provider must be approved by HYCM staff or BOD before the service date and have on file with the HYCM BOD a copy of their insurance coverage that covers both the watercraft owner and HYCM, for any damage or injury caused by their actions or inactions, along with proof of workers' compensation insurance.
3) Members, sublessees, or renters and service providers who work on watercrafts must follow Clean Marina practices and adhere to the guidelines set by local authorities. All hazardous fluids, including oil and antifreeze, must be drained into a secure container and disposed of off HYCM property in accordance with EPA guidelines. Federal fines of up to $25,000 can be imposed for dumping oil and other hazardous substances.
4) State and federal laws prohibit depositing oil, oil filters, paint, paint cans, cleaning fluids, batteries, or other hazardous materials in trash dumpsters. Members, sublessees, renters, and their service providers are responsible for the proper removal and disposal of all hazardous waste. If HYCM staff must pick up or discard materials left behind, fees will be charged.
5) All maintenance work must be performed in a way that avoids generating visible emissions and prevents materials or wastes from being released onto the ground or into the water. Protections, such as spreading tarps to catch paint and paint chips, must be used during work, and waste materials must be disposed of properly.
6) Spray painting is prohibited. Painting with a brush or roller in windy conditions is also not permitted.
7) It is the member’s, sublessee’s, or renter’s responsibility to ensure the area is cleaned up after repairs are completed. Trash from repairs may not be placed in the trash dumpster without approval from the HYCM staff.
Shrink Wrap
1) Shrink wrapping is permitted only by HYCM BOD-approved providers (currently, Boat Dr. is the sole authorized wrap provider).
2) Boat shrink wrapping by members, sublessees, or renters is allowed only with prior written authorization from the Board of Directors. To qualify for approval, members must meet all HYCM requirements as approved by the BOD:
a) Insurance – Provide proof of liability insurance in amounts and forms acceptable to the HYCM BOD, naming HYCM as an additional insured as required.
b) Training – Demonstrate appropriate training and experience in shrink wrapping techniques and safety procedures.
c) Equipment – Use equipment and materials that meet HYCM standards for fire safety, environmental protection, and property protection.
d) Shrink wrapping performed by members without approval is prohibited. HYCM reserves the right to stop any unapproved shrink-wrapping activity and to assess fines, cleanup costs, or damages resulting from non-compliance.
3) The member, sublessee, or renter is responsible for disposing of shrinkwrap and tarps, and the wrap may not be thrown away on marina property.
Slips
1) Boats must be securely tied to prevent them from extending over the walkway or beyond the finger. HYCM encourages the use of fenders. Boat owners are responsible for dock repairs caused by improper or inadequate tying or errors.
2) Members, sublessees, and renters must ensure that dock lines are not so old that they have lost their flexibility. Old dock lines can strain the cleats on watercraft and docks. If cleats require repairs or replacement due to old lines, the member, sublessee, or renter will be responsible for parts and labor. HYCM recommends using snubbers on dock lines.
3) Each slip has four corner cleats and one spring cleat. Any changes to cleat placement must be approved in writing by the HYCM BOD and installed at the member's expense. A maximum of five cleats per slip is permitted—additional lines can be tied off using dock frames. Extra cleats will be removed, and the slip owner will be billed for removal and any necessary dock repairs. Only the member can request to move cleats; subleassees and renters are not authorized to do so.
4) Slips may be customized (with additional bumper strips, wheels, or stairs only) only with approval and in consultation with the HYCM BOD, and at the member/sublessee's expense. All materials must be approved in writing by the HYCM BOD before installation. Installed bumper strips and wheels become the property of HYCM and remain in place if/when the member/sublessee vacates the slip. No objects (planters, decorative statues or lights, signs, etc.) shall be installed at or near slips – this is an insurance requirement, and such objects create obstacles or tripping hazards.
5) Most slips have a single 30-amp electrical receptacle. Slips W1-W15 each have two electrical receptacles rated for 30- or 50-amp service. Watercraft that exceed the available electrical receptacles at their slip must use a splitter.
6) All connections to electrical sources must be UL-approved, locking, and grounded. Any damage to electrical boxes caused by overload, improper hookup, or incorrect disconnection will be charged to the responsible member, sublessee, or renter.
7) Power cords should be laid out to avoid hazards. Use the channels below the head piers. Wrap and store cords in a dock box or on the watercraft when not in use. Secure cords to prevent unplugging.
8) Power pedestals have lights. If a light burns out, notify HYCM staff.
9) Water hoses and spray nozzles are used to fill watercraft water tanks and to wash down watercraft. They are not intended for continuous hookup. Water should be turned off immediately after use. Hoses should be returned to their storage rack in an orderly manner.
10) Dock boxes are provided for all slips. Sublessees may lease the box at their slip for a rate determined by the member/slip owner.
11) Flammable liquids or motors must not be stored in a dock box due to the risk of fire.
12) Any items not on the watercraft must be stored in a dock box. No chairs, tables, planters, grills, canvas covers, kayaks, water toys, or similar items may be left on the docks, as they pose safety hazards and could be blown into the water.
13) Carts are available to transport supplies to and from watercraft. After use, carts must be returned to their designated spots on land, at the top of pedestrian ramps. No hazardous materials may be transported in carts.
14) No open fires or grilling are allowed on docks, wharves, watercraft while docked, or piers. Barbecuing is permitted only in grills on shore and at certain dock locations approved by the HYCM BOD.
15) No fishing is allowed from docks that obstruct harbor navigation.
16) Boat launches and haul-outs are scheduled exclusively through HYCM and may be delayed until accounts, lease agreements, and insurance certificates on file with HYCM are current and complete.
17) All slip or tie-along watercrafts must be "launch ready" by the last scheduled day of launch, or the watercraft owner will be charged for moving and additional storage. Boats that are not staying for the summer must be launched and/or removed before May 1. Boats not under a summer lease agreement that remain on HYCM property after May 1 are subject to a $45/day storage fee.
18) When entering or leaving HYCM by water, No Wake Zone rules must be followed. No wake is permitted within 150 feet of the outermost docks or of established no-wake buoy markers.
19) Fueling at any HYCM dock or slip is strictly prohibited. Flammable liquids may not be stored on HYCM property.
20) Air conditioners and heaters must not be operated unless the member, sublessee, or renter is present. If air conditioners or heaters are found running when the owner, sublessee, or renter is absent, the watercraft will be boarded, and the units turned off. If the watercraft is locked, the power cord will be unplugged, and any resulting loss will be the sole responsibility of the owner, sublessee, or renter. Repeatedly operating air conditioners or heaters without being present will result in an additional electrical fee.
Subleases and Rentals
1) Any member who is renting out their slip for the season must contact the HYCM BOD to set up a Board-Approved Sublease form for signatures. All rentals from HYCM must sign a rental agreement.
Watercraft Maintenance
1) Watercraft owners are responsible for their watercraft. If HYCM staff notice that a watercraft is taking on water or otherwise compromised, HYCM staff will try to contact the watercraft owner to resolve the issue. HYCM does not provide mechanical services and is not responsible for ensuring a watercraft has properly functioning parts. HYCM is not liable for any problems, including mechanical failures, issues with canvas or tarps, or lack of supervision or maintenance by the watercraft owner. Watercraft owners will be charged fees if HYCM staff need to attend to their watercraft.
2) If high water occurs, watercraft owners should check the NOAA flood forecast. They are responsible for preparing their watercraft in advance and monitoring them during high-water events. HYCM reserves the right to launch watercraft or request the removal of watercraft on trailers in preparation for high water.
3) Watercraft stored on land, whether in winter or summer, may not be connected to power sources if the owner/sublessee/renter is absent.
Other
1) Flags, signs, or insignias that indicate membership in or support for groups other than Hub’s Yacht Club & Marina must be stored while at HYCM. The only flags, signs, or insignia permitted for display are the unaltered American flag or the HYCM burgee.
2) A fire ring and firewood are provided for the enjoyment of members, sublessees, or renters. Fires should be kept under 4 feet tall and not lit in windy conditions. Fires must be attended to and extinguished before leaving.
3) Grills are provided for members, sublessees, or renters to use and enjoy. The LP gas tank must be opened to light the grill. If you are not comfortable or familiar with using gas grills, please ask HYCM staff for assistance. Turn off the grill immediately after use and close the gas tank valve. If a spare tank is unavailable, only members should refill the LP tank and submit their receipt to the HYCM BOD for reimbursement.
4) Members, sublessees, or renters and guests are asked to keep noise to a minimum between 10:00 pm and 8:00 am.
5) Dogs and other pets MUST be leashed and under their owners' control at all times. Pet owners must pick up pet waste immediately. The grassy area at the top of the main ramp is not a place for your pet's bathroom break, as it is a main gathering and social area. Take your pet across the street. Pooper-scoopers are located throughout the property; please clean up after your pet and dispose of waste in a receptacle.
6) HYCM reserves the right to board any watercraft at any time, without prior notice, for health, environmental, or safety reasons to protect HYCM and other property.
7) We question unaccompanied guests for safety reasons.
8) Trash from watercrafts can be disposed of in the orange dumpster near the launch. No trash from outside HYCM may be brought in for dumping at HYCM.
9) Cigarette butts are trash and should be thrown in sand buckets or the fire ring, not on the ground.
10) Yard and dock lights will be turned off during Mayfly infiltrations, so members, sublessees, or renters and guests should have flashlights available when moving around in the dark.
11) Foot protection must be worn at all times when at HYCM.
12) The use of fireworks is strictly prohibited.
13) Federal law, which applies to watercrafting on the Mississippi River, states that any child under the age of 13 must wear a Coast Guard-approved life vest when they are offshore (on docks) or outside of the interior of the watercraft.
14) Children must always be supervised while at HYCM.
15) We recommend that all watercraft operators complete a Boating Operation and Safety Course and undergo annual CGA safety inspections.
16) Individuals should respect wildlife and adopt practices that minimize or eliminate threats and harm to animals. Keep children and pets away from wild animals to protect them.
17) These rules may be changed as the HYCM BOD deems necessary.

Policy: Temporary Slip Placement
Insurance Verification Required
No watercraft may be launched or placed in any slip without an up-to-date physical copy of proof of insurance on file with HYCM BOD prior to launch or placement.Temporary Placement Authorization
All watercraft are prohibited from temporarily docking in a slip that is not their own. Watercraft must travel directly to or from the launch dock or the river to their assigned slip only. Only temporary placement during launch and haul-out operations is permitted when:

HYCM Pay to Play Requirement – Approved at HYCM Board of Directors Meeting on
January 31, 2024
Members are required to spend eight hours (four hours for each members day event throughout the season) assisting with work required around HYCM. Each member that does not attend a member’s day event will be assessed a $100 fee and a $200 fee if both Member’s Day events are missed. Members are required to sign-in with the Marina Manager and a confirmation receipt will be given to the member for verification if needed.
